生成式人工智能的劳动力替代效应及对充分就业的影响

近年来,生成式人工智能不断取得突破,颠覆性的技术进步在推动经济社会发展的同时,也带来了一些新的挑战,对就业市场的冲击就是其中之一。科技进步与就业之间潜藏着复杂的关系,新兴技术既能推动产品(服务)的原始创新,从而扩大就业规模,促进充分就业;也能推动生产(服务)技术创新,产生劳动力替代效应,导致劳动力需求缩减。新一代信息通信技术对生产(服务)技术创新的推动作用更为显著,其中人工智能技术产生的劳动力替代效应尤为显著。因此,不能简单地根据历史经验认定新技术在消灭旧工作岗位的同时,会创造出等量的乃至更多的新工作岗位。目前,我国三次产业均已呈现无就业经济增长态势。当前生成式人工智能还处于泛行业应用阶段,其劳动力替代效应尚不显著。但生成式人工智能正循垂直大模型、AI智能体、具身智能三种应用进路在各个行业和细分领域普及,相关产品呈现智能化水平持续提升、成本不断下降趋势,其劳动力替代效应将不断增强。在可预见的未来,随着千行百业的智能化转型升级,第一产业、第二产业的就业规模将会继续缩小,而第三产业的众多职业类别也将借助生成式人工智能实现半自动化或自动化。新兴技术与就业之间潜藏着复杂的关系,不能简单地根据历史经验认定新技术在消灭旧工作岗位的同时,会创造出等量的甚至更多的新工作岗位。应对冲击的关键性策略是将产品(服务)创新放在首要位置,以拓展就业空间,促进充分就业。

Abstract:

In recent years, generative artificial intelligence has continuously made breakthroughs. While these disruptive technological advances drive economic and social development, they also bring new challenges — including impacts on the job market. The relationship between technological progress and employment is complex. On the one hand, emerging technologies can foster product(or service) innovation, thereby expanding employment and promoting full employment. On the other hand, they can also drive production(or service) process innovation, generating labor substitution effects and reducing labor demand. The new generation of information and communications technology plays a particularly significant role in driving production(or service) process innovation, and among these technologies, artificial intelligence exhibits the most pronounced labor substitution effect. Therefore, we cannot simply assume from historical experience that new technologies will create an equal or even greater number of new jobs while eliminating old ones. Currently, all three industries in China have exhibited a trend of jobless growth. Generative AI is currently still at the stage of cross-industry application, and its labor substitution effect is not yet pronounced. However, generative AI is spreading across industries and sub-sectors through three application trajectories: vertical-specific large models, AI agents, and embodied intelligence. With steadily rising intelligence and falling costs, its labor substitution effect is set to become increasingly pronounced. In the foreseeable future, as a wide range of industries undergo intelligent transformation and upgrading, employment in the primary and secondary industries will continue to shrink, while many job categories in the tertiary industry will also achieve semi-automation or full automation through generative AI. However, the relationship between emerging technologies and employment is complex. We cannot simply assume from historical experience that new technologies, while destroying old jobs, will automatically create an equal or even greater number of them. The key strategic response to this challenge is to prioritize product(or service) innovation, thereby expanding the space for employment and promoting full employment.
